Maybe it's not mastered.  Aang was able to go all Avatar many times in the first season before he'd mastered more than one element.  That last scene might have been like Roku at the firebending temple, but Korra still has some airbending and meditation to learn before she gets to be the Avatar all the time.

I like to think that she was blocked from airbending because she was somehow destined to be spirit/bloodbending drained by Aman.  Her blockage was the spirit-world's way of saving that power for when she needed it.
