Ned's definitely the main character of the first season. His decision to become the Hand kicks off and drives all of the plotlines with the exception of Dany's. It's much more of an ensemble in the second season, though I think Tyrion comes closest to taking over the role.

I watched the show when it originally aired and did a re-watch a few
years ago and I have no memory of anyone named Keffer at all.
