I think in early versions of the III script (1) the Bird o' Prey IS a Romulan vessel and the villains are Romulans. But then no one would remember the Romulans or they would think they're Vulcans, so they were changed to (2) Klingons, but the Bird o' Prey is hella rad, so there was a scene of the Klingons stealing
