I've only read Kraken and Embassytown, but your ranking of those two makes no sense to me.  Kraken is, as you said, a pastiche that's entertaining for the most part, of elements that are easily recognized, but not much of a creation.  Embassytown is a successful creation of a universe, that, for most writers, would be

There's the mysterious organization that Percy's trying to join. There's still Amanda and Ari, and their black box, and whatever else they have that could still be damaging to both America and Russia.  They've also been playing up the thing lately where Division is a cult that might even survive the death of Percy. 

In his defense, we know using Olivia wasn't the first plan (that we're aware of).  That was using the bridge. This could have been Plan Q with Plan R still waiting for next season.  He didn't seem all that bummed that it didn't work.
