Velvet Goldmine is a great biopic because it's actually not a biopic. By using invented characters strongly based on key figures, it somehow gets to more truth than a straight biography of David Bowie and glam rock ever could have.

Well, no, but that's suspension of disbelief and unrelated to character development. The point of that sentence was that the characters are flat and undeveloped beyond basic archetypes and coincidentally match the general phoniness of everything else around them. But fuck, it is what it is. I still like it.
