I think he mainly wanted to kill Raylan because he likes to challenge himself against strong opponents, even if he stacks the deck in his favor. He brought up both the watch owners experience with the robbers and Raylan's killing of "the gun thug".
She was the best because they could actually have a remotely interesting back and forth conversation.
I've seen all the episodes and King's character is pretty strong. This was a bad episode for her as she more or less got knocked over by a freight train of cliches. I think her stories will be better in the upcoming episodes.

I was incredibly tense throughout every scene with the daughter because I was just sure she was going to kiss her stupid, dissease carrying boyfriend and get the plague. Even during that prom scene, after the danger had passed, I though she was going to get killed somehow.

It's not really a police procedural. It's more a series of vignettes. The storylines with the detectives are more or less what you would have seen with Dutch and Wyms on the Shiled. And the uniformed stuff, which they are focussing on more now, are more or less short bursts of intense action.
I think it was based on a real life incident. A few years ago one of those wildest police things that Court TV had showed dashcam footage of a small female officer getting beaten almost to death by some big guy at a traffic stop while his little daughter begged him not to hurt her.
Yeah, that was maybe the best part of the episode, a great capper. I presume that's some kind of grim reaper, super evil ghost or something.
