Good. Once you start watching Arrow, not only will you see some fantastic abdominal muscles, but you will also get a surprisingly fun action/adventure show, with delightful characters.

The problem with Jamm is that he has no particular reason for being a dick other than just being a dick. He exists just to instigate conflict, not from a character perspective, but because the story requires it. I outlined this before, but you have to look at what happened to all the organic conflict in the show.

The only time that really worked was the episode where it turned out Leslie was born in Eagleton. And that was because the episode was so centered on Pawnee as a town. The best episodes of P&R use the remarkable creation of Pawnee, while the worst almost always just focus on the lives of the characters.
