You're allowed to touch the ball that you've just blocked because the offense already has the HUGE advantage, especially in beach doubles.  Giving the defense a bit of a break makes for more exciting rallies.

Actually, in beach volleyball the block DOES count as one of the three touches.  The same player is allowed to touch it twice in a row if the first one is a block.  You'll often see the beach players going over on the second hit because it grazed the blockers fingers.
