I don't think they hate double TC episodes as much as they hate NON-TC episodes. So they build in some redundancies so if someone quits (like last night) or is evaced, they can still have a TC elimination that episode. And if no one does, then they'll do the double-TC to get themselves back on track.

They fought in court to be considered something else and won. That said, if they were exposed as having completely rigged something in favour for someone like Quiz Show did, I imagine Burnett and CBS would be subject to punishment and new laws would be created.
