I'd start at season two. Then you skip past some of the awkward show-building of S1 and get to the good stuff.
Not that S1 is bad, and after you get hooked you may want to go back. But S2 is the peak stuff, when the show went from being "pretty good for a network show" to just plain "great".

I also think the Ciera is the one in the tie, since I can see her more likely to flip her vote to Monica if she was in the revote than put her neck on the line.
