Looking at the six "Blackadder the Third" episodes, you're right in that the main conflict/ foils to BA is generated by external characters (three of which were played by the regulars from series 2 who did not carry over):

Excellent points! It never occurred to me to compare Harry/Melchett/Darling, but you have definitely put your finger on something. "Blackadder The Third" is good, but I've always felt the main cast could've had at least one more person. Perhaps it's missing the type of foil you describe.

Reminds me of one of the more clever scenes from "Family Guy":
