Jon is captured, Qhorin ends up in the scene somehow (he's also captured, he comes to rescue Jon, he stumbles across him while he's taking a piss in the middle of the night) and Jon is forced to kill him to gain the free folks' trust. Simple.

My thoughts in response to this discussion:

Tarrlok is less "good intention with questionable execution", and more "proper action with indeterminate intention".

Hypothesis: Sato is somehow associated with Amon/the Equalists and pushed Asami toward Mako to set up the sponsorship as part of Amon's plan. Asami will reject his influence and be won over by Mako/Team Korra, becoming a valuable team member.
