Most public schools are neighborhood-based. There was "forced busing" in the 70s and 80s, an attempt to make all the schools meet some quotas of racial mixing. But that led to lots of kids with a two-hour commute each way, which doesn't really help anyone. So it's not as much a thing anymore.
The cleaning / detox products need more than a couple hours to work, though.
