Having done a bit more research on this, I've realized its a hard problem. The velocity of B5's atmosphere, relative to the surface, wouldn't be constant and won't even increase linearly from the axis…
I've never looked into JMS' personal politics but B5 is very much neocon wingnut in its orientation.

A falling body would pick up some radial velocity due to interactions with the station atmosphere, which would reduce the splatter effect somewhat. To take a rough guess, he'd probably hit at something near terminal velocity for a body, which is about 200 km/h.
Unless Sebastian killed Sheridan as well, it's certain everyone would know she did it.
