I actually feel like this one was a pretty good response. Throwing that down without consent or warning would be pretty traumatic and inevitably cause a lot of death.

#2 is half very very good and half naw sa bad, it just depends on the plotline.
I think the writing on Malazan is consistently very good for the later half of the series. Book 5, for example, is pretty excellent. And earlier books are good just inconsistent.
