I suspect it's more along the lines of American politicians insisting that they hate politics and politicking and love business. Of course they love politics, but they are only a very limited set of circumstances under which they openly act on that love.

That's a great point about Jake. I don't know if they take it as far as I might like, but there are certainly a few episodes that address that show case Jake as a developing writer as having a very different but still Federation reaction to events from his Starfleet companions.

And just because the Bajorans cataloged the plants doesn't mean they cataloged it the way a Starfleet Botanist would. That's not saying they would do a worse or better job in terms of scientific accuracy, but that Starfleet probably has their own style of notation and that Keiko is probably excited to apply it first.

I assumed he went to people who were (A) Starfleet personnel on a station where not everyone shares that social connection with him and (B) were clearly connected to him and Keiko in a way that would create no conflict of interest for him to discuss his uncertainties about the situation.
