What gets overlooked in most accounts of the Taco Bell incident is that the Vorlons, hypocrites to the end, froze their own agent of violence and chaos in order to thwart ours.  Not for the last time, as you will see.  There were supoosed to be rules to our conflict, but they kept…twisting them.
