I think it was more because the partners felt having Lucky Strike as an account meant life or death for SCDP, whereas Jaguar would have just been a nice feather in the company's hat.

Pete's feigned reluctance to Joan over the request, down to the mannerisms he made, like he thought he was handling the situation with Joan with just such fucking deft and elegance, were what totally sold the brilliance of the portrayal for me.

I'm inclined to believe he's truthful in his origin story as well. I was just alluding to the theory (AFFC spoilers) some people have that Varys is really the mysterious head jailer who dissapears right when Varys does and is seldom seen around.
