Actually, just to be as pedantic as possible, I believe it's "Jugg Fucklers". And the best part is that he's hiding it inside a comic book he's hiding inside his monk instruction manual or whatever.

It's both. "Garry Flank" is obviously supposed to be a Larry Flynt parody, but the style and visual motif of the sketch remind me much more of Boogie Nights.
