It's not terrible, unless you go in expecting it to be as good as the first. Lowered expectations are the best thing for it.
The sequel (Red Seas Under Red Skies) isn't nearly as good… which, considering it involves pirates and therefore should be better, makes it quite a letdown as well

I think the implication is that there was some kind of disaster, and Pittsburgh had to be rebuilt (like Neo-Tokyo). Which is silly, because even if they rebuilt Pittsburgh from the ground up, in the real world people would still just call it Pittsburgh.
