Silva kind of limp-wristed the toss when he was chucking grenades into the mansion, and he had a few other somewhat fairy-ish habits. I didn't feel like his come-on to Bond was completely a ruse.

It's also a bit of a reversal in that Silva may be the first-ever successful Bond villain. You don't have the sense that he really had all that much to live for once revenge was exacted upon M. And one of his henchman fatally wounds her, so, win!
