The whole of From Hell has been released several times, all good editions. Starting with the first two volumes of League is probably the best idea.
He's actually spoken on this and has claimed his issue is with the act of adaptation. If they were to rip-off his ideas for new stories he has said he'd be more comfortable. Basically stealing is good; adaptation is bad.

I always take From Hell as a (great) preparing for League.
Supposedly he liked that one episode of Justice League.
I actually thought that Brooks movie was very good if not great.

I'd go so far as to say it is Moore's best work. And yes, the second volume is streets ahead.
The problem is that the good elements of the original story won't work on network television.
I can't imagine this working on Network television if just due to the (period appropriate) racism let alone the sex, violence, and effects.
He had prepared for it about forty years in advance though.
