It does set up Pacey's predilection for damsels in distress. However, Pacey doesn't really come into his own until the second season.
As someone whose introduction WAS Two Towers, I would like to suggest that that is not a great plan. Helm's Deep was great and all, but it did nothing to compensate for me not understanding what the hell was going on, or why I should care about these people.
