Actually, you're right, I guess they must have considered it a Drama. But that's even weirder; I don't see how it's less of a musical than Smash, which was also a musical drama.

There is a formula; it's people listed in the initial credits title cards (or something like that), before the long list. So it tends to cut out character actors and people in smaller but still significant parts.

The movie completely manufactures the race to pass the amendment. There was no real crisis where they had to pass it immediately or else potentially make peace with slavery in tact.
