I don't get how they liked Nashville enough to give both Britton and Panettiere acting nominations (the latter even getting into the ridiculously packed single category for supporting actresses in comedies, dramas, and miniseries), yet somehow it didn't get a Best Comedy/Musical nomination even though Smash did

There is a formula; it's people listed in the initial credits title cards (or something like that), before the long list.  So it tends to cut out character actors and people in smaller but still significant parts.

The movie completely manufactures the race to pass the amendment.  There was no real crisis where they had to pass it immediately or else potentially make peace with slavery in tact.  That slavery was doomed was pretty much assumed, given how the war had gone.  Goodwin's book spends less than six pages on this
