There's actually a nice but subtle arc of Michael becoming less an intolerant, Todd Packer-wannabe as the series goes on, and a lot of that is seen from the things he almost says before realizing he's being filmed.
I remember reading an old interview where, I think, he basically became a character because of how much the writers enjoyed him in that scene.
