Well, the problem is that episode 2 didn't end the story, so it's not a good closing chapter. The difference between HL3 and all those other 3s that you mention is that the 2s of all those other games ended at the end of a story. Half Life 2 ended on a cliffhanger. That's why HL3 is sought after.
