I'm the admin for the wiki and compiled the majority of that list after watching the entire series multiple times in recent years. I can vouch for the fact that 90% of the innuendo occurred in season one. By season four, the show was almost as kid-friendly and kid-oriented as CatDog would be.

And most of the campers at the special needs camp in "Crippled Summer" have disabilities based on the personalities of Looney Tunes characters.

Hell, even "Cartman Gets an Anal Probe" had Cartman breaking into "I love to sing-a" multiple times. Trey & Matt were showing their Looney Tunes influence from day one.
And let us not forget the scenes in "Osama bin Laden Has Farty Pants" which update the racist propaganda of "Bugs Bunny Nips the Nips" to satirize

"In the day, he bites down trees, chews away the bark!
But he really starts to work it after it gets dark!"

Don't forget "Das Poot."
And the Garage Strike Rats. "'CUZ WE'RE ON STRIKE!!"

Actually, there was an uncensored "Hell" sign in the episode "Carnival Knowledge" (the title itself an innuendo). The "Heck" sign also had two L's behind the "CK" which were visible to a good eye.

Kind of amazing how a steer (castrated by definition) managed to impregnate anyone, let alone a cat.
