The problem I had with the concert scenes was that none of the crowd were singing the songs with her, they were obviously actors rather than fans.

Sierra was there to distract from the target if necessary ( or something like that) her handler said the previous sierra "got the job done" meaning she was KIA so Sierra tonight played the part of acceptable collateral damage so long as the target was saved.
