I agree with your minority opinion The Two Doctors. Terror of the Vervoids wasn't bad.  Wasn't great either.  Mark of the Rani irritated me, but then I've never liked The Master very much, unless he was rotting and desperate. I'd go with Revelation and Varos I guess.
