Compared to the winter average, most countries are above the normal. Switzerland is fine right now, cold but nothing that can't be fixed with warm clothes, it's not even snowing right now but raining. I know france is ok too, with most cities being above 12 degrees actually. I'm the Abed of meteorology.

The whole of Western Europe for one? (not sure about England though but I don't count them as Europe). Not sure about Eatern Europe either, I think they're pretty much in the norms. As for the Mediterranean, depends on which region you go to but usually very pleasant, I will be able to tell more after touring Italy.
