It's been fairly well documented. The heads at Paramount got him to change his mind. He really only created TNG because the studio was going to create a "Captain Sulu and a ship of cadets" series and he thought that was a terrible idea.

He also didn't want ANYTHING from TOS to be in TNG-no classic aliens like Vulcans, Klingons, didn't want the ship to be named Enterprise, no references to Kirk, Spock etc.

I think his hatred only came about when they discovered the Vulcans/Romulans were related.
