I assume this is only true for National Parks. Last year in Canada, two guys dug an intricate tunnel in a regular ol' park and ended up receiving no punishment because it's not illegal to dig holes in parks. If it had been one of our National Parks they wouldn't have gotten off so easily.

It took me approximately 12 hours of gameplay to fully understand the dynamics. The lack of intuitiveness is definitely a mark against the mode; they should have included a tutorial, or at least an instructional video before you play your first match.
