The obvious solution would be to do stand alones at the beginning of each season… BUT my guess is they don't want to do that. Because they want to "hook" the viewers quickly with an arc to convince them to watch the whole season.

Yes, and if they did 8 or 10 episodes a year, we could get seasons more regularly.

Jessica Jones does not have distinct episodes for the last third of its season and suffers greatly from it, unfortunately.
