They just use all their budget on the first half of their seasons.
They only need to hook viewers during a certain number of episodes to be sure they finish the season and they only send those episodes to critics.

My real problem with the show comes from the really bad sixth season, especially coming from the high of the second half of season 3 / season 4 / most of season 5.
