People gave Crowe a lot of shit for his voice, and while I do think he's a step below the rest of the cast in that regard, he was also one of the few in Les Mis who remembered that it was, indeed, a film, and that he could act instead of just stand still and sing.

I don't think Black Mirror ever aired in the States, so it wasn't eligible.
The Thick of It is the clear one. Black Mirror and Sherlock as well (quite surprised the latter didn't make the list, but according to TODD!!! it just missed out).
Game of Thrones does have stuff to say, even if it's not quite as social-minded as the other two shows you mentioned. It certainly lightens up on the meta-fantasy-critique of the books.
