I agree on the F.  F should represent the worst of the medium.  C is about average (but would be well-below average for Community, I think).

Seems very similar to what guidelines I've been using (and have advocated in the past).  I wholeheartedly concur.  An A+ should embody the very best of the medium as a whole.
