No, that clip is in medias res where she's talking about clean energy and specifically transitioning from coal mining to clean technology. The 'coal miners out of work' is the why, not the what.
And you're intentionally ignoring the full context which is 'we're going to put coal miners out of work and replace them with clean energy jobs'. And she's not wrong!
It's a tricky line she has to walk, and arguably this particular example is a conflict she can't win. She's telling the truth; coal mining is a dead industry; even China's not propping it up anymore. But she also can't really promise to replace coal jobs with clean energy jobs in WV because the Republican government…
She didn't promise to take away their jobs. Coal mining jobs are going away, no matter who is president! Clinton's realistic about this, vs Republicans who are promising 'coal forever!'
