Interesting list
I can't agree with ME2 at the top of the list. The developers really nailed everything except the meat of the gameplay. I found the shooter parts just tiresome. The duck 'n cover mechanics just aren't very smooth, and I found the shooter sections clunky.

Love this game but you have to approach it as an RPG Punch-Out! with swords. Yes, that's as awesome as it sounds.
