I don't think LaGuerta planted that shirt and wallet. I think Dexter did, placing LaGuerta's print on the wallet the same way he put Doake's print on a knife. Dexter knew she was on to him, would be following him, so he threw out the bloody shirt and wallet to make it look like she planted it to use against him.

I don't know what kind of oversight or follow up a judge might have. I'm sure they sign lots of warrants based on probable cause and if it goes nowhere, they hear nothing about it again.
