To be honest, the Detroit mafia's plans weren't all that bright in season 3 either. Sending a screwball like Quarles, with no knowledge of the area and its people, to set up an Oxy ring? Not smart.
Not to mention depraved freaks. Quarles and Mason had no qualms about sexual violence, and Augustine's sexual harassment of Ava was creepy and gross.
