I think Classic DW is a unique situation, though.  Each episode may be an episode unto itself, but (with a few exceptions), each serial is self-contained, and doesn't call back to other serials (again, generalizing).  Also, come on, there's something like 25 years of classic Who to get through.

I'd go serials.  I can imagine it would be insane to compose (and, honestly, to read) a list of something like Talons episode 4, Android Invasion episode 3, Trial episode 11, etc. etc.  Make it a little easier on yourself.
