I really thought, especially with the way the episode opened, that we'd get some humorous moon-landing-hoax stuff.

And lampshading it doesn't really help. (The Doctor comments before the fact that he will have to rescue them later. He can time travel; no reason not to drop them off first and then return alone to the precise place and time.)

Was the skirt comment meant to be creepy and therefore to suggest that the Doctor still had a bit of Cyberman in him?

I hear ya, but that's really no excuse. No one forced the show to include children in this particular episode. To justify their presence, they still need (particular, non-generic) characterization.
