I don't think McConaughey comes across as stupid except when he is playing stupid.  With Lochte it really does seem like he just is a pretty, dumb thing.

I actually always thought Jenna was funnier than Tracy, but I would agree she has gotten funnier and he has gotten less funny as the show has gone on.  But I've always loved Jane, she was my favorite on Ally McBeal and I got to see her live in Guys and Dolls with Ewan McGregor and they were both great
