I'd argue that our first real view of Mrs. Cartman is Eric's rants in "An Elephant Makes Love to a Pig."  We didn't find out til later that she really was a crack-addicted nympho (no confirmation ever came on making him dress like a mailman.)

That's really bizarre, because I think that those segments would've flopped (harder than they did with the kid audience, I mean) with anyone but Peters in the role.

I always assumed the "23% new footage" line was a slam on the Bugs Bunny movies that took a bunch of theatrical shorts and repackaged them with shitty wraparounds to get them back into theatres as cheaply as possible.
