Pub Rock was a genre that was discussed by English music magazines (like "Melody Maker" and "New Musical Express") back in the seventies and applied to the bands that Heller mentions. It's not some term that was made up decades later.

"Ride a White Swan" was glam, not pub rock. T-Rex were a glam band. That means: glitter, makeup, costumes, science-fiction/fantasy literature conceits. Another example would be Bowie at around the same time (between 1971 and 1974).
