I'm thinking if that kid is an Observer, but he's empathic, then maybe they all are and their tech suppresses that somehow and Peter is going to be less empathetic than they are in the end.  The obvious ending then is to fry their chips and let all the Observers feel the pain they've caused.

Perhaps Peter is the Observer's leader.  The first of their kind, who over centuries lost or forget everything that made him our Peter.

If you haven't seen the episode, Walter's actual explanation is that they're trying to create a diversion rather than choose the most murderous weapon.  It also makes sense if you consider that Observers can teleport wherever the fuck they want; a gas hovers and creates a death trap.

It's the different between "war" and "war crimes", and not a new idea that someone might be morally comfortable with killing an enemy just as focused on killing you but less so with torturing someone who no longer poses an immediate threat.

They never identified DJR, and not every case was related (some involved random madmen like Walter), but I'm assuming they still dealt with all his Fringe events. Astrid would have to bring samples back for Walter, otherwise what good is Walter?  And no one ever seems to provide any oversight, the Fringe teams does
