I don't think anyone else in the company is involved, or at least very few (less than 11).  Except for Lydia, the girl Mike tries to kill, who is sitting at the table with Madrigal at the DEA office.

I think they got locked into that when they wrote the dialog about Fring buying that piece of equipment from Gale's apartment, without knowing they would actually bring Madrigal into the show.  I'm assuming that's the only reason they used a German company.

If they focus on one area, I'm not sure that's a conglomerate in the strictest.  The idea of a conglomerate is that it's composed of unrelated businesses.

The guy was in his cruiser and they left the city, that's a pretty strong case if Mike can't explain it and there aren't many reasons for a patrolman to take someone on a drive.  Maybe he did it in plain clothes?  Then I'd agree with you,
