The clock-building thing was where I felt I could detect some uncertainty among the writers about what to do with Sisko, but also a glimmer of a good answer.  Picard, in his off-duty hours, had archaeology.  Sisko needed a hobby too.  (VERY SLIGHT, MINOR SPOILERS AHEAD)
