My understanding, from Cho's own words, was that he had a verbal agreement with DC that only the editor could directly interfere with his output. At the same time, also from Cho's words, Rucka had a written contractual agreement that allowed him to have a final say or at least some form of input on the cover artwork.

I've dug the hell out of the first two issues. I'm not crazy about the art style, but I love the writing. I don't care for 'grittiness' and intense violence as a end to itself, but it fits the story and character very well in this case.

I was wondering that myself. Walker has a new series as part of Marvel Now and PM&IF is also listed for October, but not this one.
