To be fair, though, by that point the first- and second-wave industrial bands were getting a bit long in the tooth and grabbed onto the rave type stuff to try to stay relevant. I don't think bands like Test Dept. were at their best in that era.
Maybe it is a bit of a cheat but those two do show a range. I love their harsh stuff and Second Annual Report, but I do think it would have been awesome if they had put out an entire album of "Hot on the Heels of Love" type stuff.
